Yes, if one goes far back enough to early Nordic mythology.
But by the time of folklore (after the viking age) where Tomtar/Nissar appear they were distinctly their own unique creatures and Svartalfar and Dwarves were by then considered seperate things.

@Albert Johfur Well yes and no I suppose. Since Alfar is just a generic word & can include Dwarves as well (Svartalfar). It basically includes a bunch of "manlet" races Norse mythology wise.

Dwarves, they will just axe you in the nuts on the spot for it.
Gnomes? Gnomes will ait until you are asleep, then kill your pet and burn your house down with you in it... They'll also blackmail you for "protection food"

@T Nah, those are called Tomtar or Nissar and are more closely related to gnomes.
It's just that some American or something saw one shaving once and thought it was a short elf. (TBC)
