Who actually created these TF2-tans anyways? Because I've literally only ever seen them used by Jo, so despite him not making them I've always thought of them as his thing.

because she is not jo's character,she was made by some other artist and jo does not like making profit with other people's characters.
i guess he decided to do an exception after so many years but i don't think we will see her again any time soon.
