This did happen in ONE CV game. Belmont's revenge for the Game Boy. One particular room in Stone Castle.

I will admit being very confused my first time playing it as to why the lights would randomly turn on and off.

about the cloud 9 special comic, i haven't seen the international nor 2 out of the 3 animes but if that yamcha is any indication i would guess it all went to hell for them and they got demolished
