Heh, I had a friend who used to try to paly juggernaut practically every match. Juggernaut's just not a good character with almost every team lineup. He can technically be played well, but chances are he won't be. So yeah, this is very true.

Lol that's why i build juggernaut as a right clicker, none of this aghs nonsense. It's better to build a mjollner on jug so you can dish out quicker and stronger auto attacks

This comic is true if opponents have a strong disable in the laning phase.
If not, you can go in and take the hits, and then heal yourself quickly with your ward.
The only thing to worry about is your mana.

But Jugg actually has an amazing laning phase and can pick up ez kills with spin (or at least scare people away from his farm) as long as there is a friendly root/slow in lane.

Also, lol @ position 1 jugg build that guarantees he'll have no mana for half the game.
