The reason Megaman is still around because the law passed on "robot expiration dates" was not retroactive. Robots built before the law passed would not be forced to "retire", only those built afterwards. For example, Dr. Light's latest set of Robot Masters.

Megaman is the second oldest light bot in existence, it'd make sense that he looks old.
Of course, this could be a trick of Wily's but I somehow doubt he'd go and demonize him like this, when of course, he reprogrammed all the bots he took under his wing.
