It appears that the businessman on the left had a directional charge suitcase bomb designed to go off at knee level, thus you see the results when it went off prematurely. Unfortunately a very common occurrence in Moscow.

You know, I instantly knew what this was about at the first panel. I grew up watching my mother obsessively play Tetris, and that palace has been burned into my brain.
