They whole joke is that the Collector General (Bid bad guy of Mass Effect 2) is shown watching his troops on the camera. When you fight the Collectors, the General often possesses one of his troops, making them much tougher. This accompanied him saying something like ASSUMING DIRECT CONTROL.
